Project  Control Board

The Project Control Board comprises four members from the three agencies delivering the Mokoan - return to wetland project. The board provides strategic guidance for the project in the form of advice and direction. Members of the Project Control Board are:

Project Team
The Mokoan - return to wetland project team comprises staff members from the Department of Sustainability and Environment (DSE), Goulburn-Murray Water (G-MW) and Goulburn-Broken Catchment Management Authority (GBCMA). The Project Team is responsible for carrying out the work to meet project objectives.

The Mokoan - return to wetland project is a diverse and complex, multi-agency project. The Project Control Board appointed David Jeffery as the Project Director. His role is to coordinate all agencies to ensure the effective delivery of the Government's decision and commitments in relation to the Mokoan Project.

David has 28 years experience in the rural water industry across Victoria in positions with the State River and Water Supply Commission, Rural Water Commission, Goulburn-Murray Water including management of operation, maintenance and refurbishment of major water storages in the Wimmera Mallee and Murray systems, major project and program management, major dam construction, water supply investigations, urban and rural water supply engineering.

Bernie O'Kane, Water Projects Manager, DSE.

Bachelor of Engineering, Master of Engineering Science, Master of Business Administration

Bernie works closely with Project Director David Jeffery and other members of the Project Team. He is a member of the Project Program Management Team and provides support to the Project Control Board. Bernie is responsible for ensuring the decommissioning of Lake Mokoan is executed in accordance with Government policy, to the timelines set out in the Snowy and Living Murray agreements.

Bernie is a water resources and planning engineer with 33 years experience in the Government and private sectors. He has filled a senior project management role for major projects in Australia and overseas relating to flooding, drainage, sewerage, water supply and waste management. Bernie has undertaken a co-ordinating role for the delivery of water savings projects across Northern Victoria and the development of several water resource consultancies relating to water savings and improved monitoring of river health.

Tony Long, Water and Biodiversity Manager for North East Region, Department of Sustainability and Environment.

Bachelor of Forestry Science (Hons)

Tony's role as Water and Biodiversity Manager in North East Region includes project management responsibility for the Lake Mokoan future land use and wetland rehabilitation projects.

Tony has worked in natural resource management in three states over a period of 25 years. For the past 12 years he has worked in North East Victoria in a number of park management and environmental roles, which has included significant involvement in management issues in the Murray River forests and wetlands.

Wayne Tennant, Strategic River Health Manager, GBCMA.

Graduate Diploma in Environmental Management, GAICD.

Wayne Tennant has more than 15 years experience in the field of natural resource management - including 11 years as a consultant focusing on a range of river and catchment projects throughout the Murray Darling Basin and all states on the southeastern freeboard. Wayne is experienced in a broad range of natural resource and environmental programs with a focus in the specialist field of riverine management.

Wayne was appointed to the position of Senior Natural Resource Manager in 1998, with the Goulburn Broken Catchment Management Authority. He maintained an interest in monitoring and research programs in the catchment and has continued links with Cooperative Research Centres and educational institutions.

David Pasztaleniec, Water Project Officer, DSE.

Bachelor of Agricultural Science (Hons), Master of Agricultural Science.

David's role with the Lake Mokoan project is to co-ordinate communications, provide advice and support for the development and implementation of the Future Land Use strategy, which includes developing specialised plans, statutory planning and forming technical working groups.

David has worked in a number of regions across regional Victoria for the Department of Primary Industry. This has included providing advice on salinity, irrigation and land management, providing government incentives for sustainable land management and liaising with community groups and individual landholders. He has worked in South Australia for the South East Natural Resources Management Board which involved developing water allocation policy, land and water management planning and community consultation. He also has regulatory experience working with the Australian Quarantine and Inspection Service

Committees
Mokoan Sub Committee The Lake Mokoan Future Land Use Steering Committee is working with DSE to develop a Lake Mokoan Future Land Use Strategy for the 8000 hectares of wetland and associated land.

The Broken System Reliability Reference Committee provided Goulburn-Murray Water with valuable community input into the initial assessment of offset measures and water supply issues.
